Sticking starter relay
Bad ring gear teeth
Bad starter drive gear
Broken plunger return spring
Sticking plunger
Wrong starter for your application ( too short or too long rear housing)

Start with the relay (solenoid)
disconnect the starter power at the relay.
Put the key to start...
Use a voltmeter or test light to check for voltage after releasing the key to the run position.
If the relay is ok, you will have to remove the starter and start inspecting pieces.

Good luck.

I agree with STLKIKN for all they cost just put a new start run selanoid on it. also ford uses a spacer between the block and starter no all years used it sooo if you have a rebuilt starter it may need a spacer.
