My problem is the fuse that allows you to run a obd tester keeps blowing out...I went to get an inspection sticker and the test would not work because no signal was coming out of the port...so back to the shop I go...find a blown fuse..replace it and it works fine for about 2 mins..than the fuse snaps....now, I replace the fuse....and just sit there with the key on..no obd tester hooked up...just the new fuse and sure enough..two mins go by and SNAP!!...Any clues to this problem?

yo!
Just saw your Q here...
Code Reader Will NOT Power up; 96 Bronco & all Ford; "Check fuse 16 (Bronco) for the cigarette lighter. It is shared with the OBDII connector power and is commonly blown" miesk5 note; our 96's lighter wiring shorted out @ ashtray support..."

If no 12v, trace same wire from DLC connector pin 16 back and see if it is shorted on frame.
to power the DLC con up, run a jumper from 12v always on Source (fuse box, etc.) and tap into that pin 16 wire
If power is @ 16; then ck other pins for
Ground (chassis) @ pin 4-use a multimeter to ensure ground is good... make sure it is on OHMS Range before testing!
