460 EFI running very rich

I just got an 88 F-Super Duty with a fuel injected 460, and it is running very rich. I replaced all the obvious stuff, temperature sensors, air filter, PCV, spark plugs, cap and rotor, and no better. I went on to replace the MAP sensor, nothing. It still smells crazy rich, is smoking, and the brand new plugs (well, all but the back two on the driver's side) are already soaked with fuel. As far as I can figure, the next steps are the fuel pressure regulator, and then the injectors. I guess I should buy a fuel pressure gage, but at close to the same price as a regulator, I can't decide. Any ideas would be appreciated. Thanks.

did you check your O2 sensors? they are #1 for excessive rich or lean conditions. another possible source for the problem can be the throttle position sensor if it thinks you are givving it more throttle than you are it will dump the fuel in to compensate.
