If you open your picture with the paint program then go to the view tab and go down to stretch/skew. Then you just put like 50 in the horizontal space in the stretch section then click okay then return to the view tab and do everyt6hing the same except this time you enter your 50 or what ever precentage you want to shrink it or stretch it and hit enter or click okay and you picture will stretch out or shrink down to the size you want just do one at a time and if you miss up and get it to small or to big then you can go to edit and undo you mistake. when done save as: While saving as be sure to change the file type to a jpeg file. For those that dont know what I mean When you get done and want to save click on the file tab go to save as it will bring up the save screen click the file you want it saved in then type in the name you want it to have then right below that is where you can choose the type of file you want it saved as and you pick jpeg so you can upload it. I hope this helps someone.
