headlights flash on/off after driving for 15 minutes

If they show normal brightness, you probably have a bad light switch. The switch has an internal breaker instead of a fuse so that the circuit can recover from an overload. Also if you have added any lights to the circuit, they may be overloading the circuit. If not, it is possible that the line to the headlights is shorting due to the insulation rubbing on metal.
